Chiapas toughens penalties for extortion and “floor fees” with new reforms

The laws in Chiapas will punish with prison those who commit the crimes of extortion and “floor collection” derived from a package of reforms to the local Political Constitution and the state penal code.

Luis Ignacio Avendaño Bermúdez, president of the board of directors of the 69th local Legislature, reported that the decree initiatives that reformed the second and third paragraphs of article 92 of the Constitution of Chiapas, in matters of public security, as well as various provisions of the penal code, were unanimously approved.

With these reforms, the Morena deputy assured that “the crime of extortion is expanded and redefined,” considered to be of high impact because it results in “serious” damage to the property and freedom of the aggrieved.

The sanctions, he specified, increase the penalties and security measures in criminal types that “seriously” affect the property that most “hurt” society.

In a statement, it was also reported that Morena legislators Juan Salvador Camacho Velasco, Javier Jiménez Jiménez, Jorge Luis Llaven Abarca, (PVEM), and Rubén Antonio Zuarth Esquinca (PRI), emphasized that these reforms represent a response to the demands of a society that demands transparency, justice and results from the government’s exercise.

They highlighted the need to strengthen security and peace with effective public policies, which to achieve it is necessary to provide institutions with better operating procedures, more training and increase criminal sanctions.

The deputies highlighted in this context the approval of the reform of article 21 of the federal Political Constitution.

Avendaño Bermúdez and deputy Jovannie Maricela Ibarra Gallardo, explained that the purpose of such federal reform, proposed by President Claudia Sheinbaum, is institutional coordination for greater effectiveness in the fight against crime.
