State security agents were exposed in videos circulated on social media, in which they are seen torturing two individuals by placing plastic bags over their heads.
The video shows several officers—one wearing a shirt bearing the initials FGE (State Attorney General’s Office) and another wearing a T-shirt with the logo of the Secretariat of Public Security (SSP).
Seated in a chair, one of the torture victims is seen struggling to breathe as a black bag is removed from his head after several minutes.
Once the footage went viral, the head of the FGE, Jorge Luis Llaven Abarca, stated: “Following a video circulating on social media—in which a group of security officers is seen committing acts of abuse of authority against a male individual—I have immediately ordered the opening of an investigative file to gather sufficient evidentiary data to allow us to assign responsibility.”
He added: “I have designated a special team from the Public Prosecutor’s Office to lead the investigation and ensure that this regrettable incident is fully clarified.”
Governor Eduardo Ramírez Aguilar also weighed in: “Regarding the videos circulating on social media concerning the conduct of certain security officers—and while respecting the autonomy of the State Attorney General’s Office—I have requested that Attorney General Jorge Luis Llaven Abarca take immediate action against those found responsible.”
In Chiapas, he stated, “the human rights of alleged criminals facing legal proceedings must be respected, regardless of the severity of the crimes of which they are accused.”
